Change of use from commercial premises to a home in El Ejido, Roquetas and Almería
Turning commercial premises into a home costs from €1,600 + VAT for the project, usually between €1,600 and €3,500. First we check that the local plan (PGOU) allows housing on that floor and that the premises meet the rules on clear ceiling height, natural light, ventilation and accessibility.
Preliminary viability study from €200, which we deduct if you go ahead.

What the regulations say
Article 138 of Andalusia's planning act, Ley 7/2021 (LISTA), only allows a responsible declaration (declaración responsable) for changes of use that do not increase the number of homes. Going from commercial premises to a home adds a home, so it is processed with a licence.

Questions about change of use to a home
Can any commercial premises be converted into a home?
No. It depends on whether the local plan allows housing on that floor, on the clear ceiling height, on outside light and ventilation, and on the statutes of the community of owners.
How much does it cost in total?
On top of the project, allow for municipal fees and ICIO, the conversion works (often between €400 and €900 per square metre) and the notary and Land Registry.
