Design and licence for modular houses in Almería
A modular house needs the same building licence (licencia de obra) as a house built on site, and the design to obtain it costs from €2,200 + VAT, usually €2,200 to €5,000 depending on whether or not the manufacturer supplies the technical documentation. Andalusian law requires sellers of prefabricated houses to ask you for the licence before installing one.

What the regulations say
Article 137.4 of the LISTA, Andalusia's planning act, obliges companies that sell or install prefabricated houses for residential use to demand the licence or the responsible declaration (declaración responsable) before installing them. On rural land, a stand-alone house is an extraordinary action (actuación extraordinaria) with prior authorisation and a compensatory levy of 15% (article 22).

Do I need a licence for a modular house?
Yes. For the town hall it is a house like any other, with the same rules on plot, height and setbacks.
Can I put a modular house on rural land?
Only in specific cases and through a long procedure: prior authorisation, a report from the Junta de Andalucía (the regional government) where applicable, and a compensatory levy of 15% of the budget. Check this before you buy the house.
Doesn't the manufacturer take care of the licence?
Some supply the technical documentation for the house, but the licence depends on your plot: foundations, utility connections and planning rules. That has to be signed by an architect.
